Approval
of Location Applications
On Tuesday, March 16, 2010, Colorado Springs Utilities received unanimous approval from the El Paso County Planning Commission on three location approval applications for the Southern Delivery System project. Planning Commission members approved applications for the Bradley Pump Station, Upper Williams Creek Reservoir, and the Exchange Flow Facilities including Williams Creek Reservoir. On Tuesday, March 2, 2010, the Planning Commission approved applications for the raw- and treated-water pipelines.

Open Houses on El Paso County Applications
The SDS project participants held open houses on Nov. 18, 2009, and Dec. 2, 2009, to provide information and answer questions about the Approval of Locations Permits submitted to El Paso County. Members of the pulic attending the open houses viewed posters, maps and photos of the project and had the opportunity to ask questions and provide feedback.

Colorado Springs Submits Permit Applications to El Paso County
On Oct. 1, 2009, Colorado Springs Utilities began submitting a series of applications to El Paso County for the Approval of Location Permits required for the Southern Delivery System.
As part of this process, impacted landowners and those with property adjacent to the project received notification letters. SDS project participants will host two public information sessions for El Paso County residents. The El Paso County Planning Commission will hold a public hearing and provide opportunity for public comment, mostly likely in early 2010.
SDS will transport raw water from Pueblo Reservoir and pump it north through a 53-mile buried pipeline to a water treatment plant located just northeast of the Colorado Springs airport and terminal storage reservoir located at Upper Williams Creek just off of east Bradley Road. Approximately 33 miles of raw water pipeline will be constructed within unincorporated El Paso County. In addition to the raw water pipeline, two pumping stations – Williams Creek and Bradley – will be located in El Paso County. The water treatment plant will be constructed on the northeast side of the City of Colorado Springs.
The raw and finished water pipelines, pump stations, and water treatment plant will be constructed as part of Phase I of the SDS project. Phase II of the project will include the construction of a terminal storage reservoir at Upper Williams Creek and an exchange reservoir, including return flow diversion and conveyance, at Lower Williams Creek.
Following are highlights of the construction schedule for key project components:
